ptable filtering fails (the built-in filtering, not the script
filter-model-given-input.perl).

ah. i’ve been a naughty boy. trying to make -T segmentation info
consistent across phrase-based & syntax decoding. pwilliams is gonna
tinker with downstream scripts soon, we’ll fix it then
